Travel to South Korean 8 : Sightseeing of Busan and Daegu

At October ２１and ２２, I saw the sights of the suburbs of Busan and Daegu.

I introduce the main of the sightseeing spot.

10月21日、釜山近郊、22日大邱を観光しました。

観光地の要所を紹介します。

＜　I looked at Busan from the airplane.　＞

We have gone away from Kansai Airport and land at the international airport of Busan soon.

First, we visit  Beomeosa temple and go to Daegu. 

Beomeosa temple was introduced in “Travel to South Korean 7”.

関西国際空港を飛び立ち、釜山の金梅国際空港にもうすぐ着陸。

最初に、梵魚寺を見学し、大邱に移動。

梵魚寺は「韓国旅行　７」で紹介済み。

It is in the central part of Daegu and consists of about 350 stores of Chinese herb.

Because it was only the stores of Chinese herb, I of a tourist did not enjoy.

ここは大邱の中心部にあり、韓方薬店が３５０軒ほど並んでいます。

漢方薬材の店だけなので、観光客の私には楽しめるものはなかった。

It is distance of 20 km from the north side of Daegu.

I expected colored leaves, but it was still early.

We can take a walk around the observatory and can enjoy a view of Mt. Palgongsan, and overlooking landscape.

ここは大邱の北側２０ｋｍの所にある。

紅葉を期待していたのですが、まだ早かった。

展望台周辺は散策が出来、八公山と眼下の眺めを楽しむことが出来ます。

＜　Donghwasa temple, the front temple　＞

It is in the foot of Mt. Palgongsan.

This temple belongs to the same denomination as Beomeosa temple that I introduced last time.

Although the foundation is old, it suffered abandonment.

The present building was reconstruction in the 18th century.

If we pass through under the front temple, we can go to the precincts of Daeungjeon.

ここは八公山の麓にある。

この寺は前回紹介した梵魚寺と同じ宗派に属します。

創建は古いのですが、長らく廃寺で、現在の姿は１８世紀の再建です。

中央に見える鳳棲楼の下を抜けると、大雄殿がある境内に出ます。

The front temple is visible to the left of the Bell tower.

The placement such as river, bridge, gate, and buildings is about the same with Beomeosa temple.

The stone statue of 33m in height was made in 1992.

梵鐘楼の左に先ほどの鳳棲楼が見えます。

川、橋、門、楼、大雄殿等の配置は梵魚寺とほぼ同じです。

高さ３３ｍの石像は、１９９２年に造られた統一薬師如来大仏です。

社会と情報 ７： 到来しつつある社会

既に見ましたが、一人の内部告発者が巨大産業の不正を暴き、社会が良くなりました。

この成功は１９９０年代の米国だから可能だった。

恐らく現在の日本や、２０世紀中頃以前の欧米も不可能だったでしょう。

その違いを探ります。

告発が成功した社会背景（ワイガンド博士の事例から）

当時、民間企業の内部告発者を保護する法律はありませんでした。

以前の法制度下では、告発者は、いとも簡単に合法、非合法によって社会から抹殺されてしまいます。

司法は、適用可能な法と証拠が無ければ何も出来ません。

このような状況を救ったのはマスコミ（テレビ局と新聞社）でした。

マスコミはなぜ告発者に味方したのでしょうか？

マスコミには告発された組織からの妨害に立ち向かう強い動機があったからです。

それは国民のマスコミに対する期待と信頼であり、盛り上がる世論です。

米国の有力マスコミは、ここ半世紀あまり、政府の失策や企業の腐敗を暴いて来ました。

そのマスコミは、政府から機密漏洩、企業から損害賠償の訴訟に晒され、時には大統領からの圧力を受けることもありました。

しかしその圧力を名物編集長やプロデユーサーらがはねのけて来たのです。

そのことが、有力テレビ局や新聞紙の存在理由かもしれません。

それではなぜ、半世紀前以前の米国と状況が異なるのでしょうか？　

それは相次いで起きた内部告発が世論を巻き込み、大きな成果を挙げるようになったからです。

それがまた、内部告発（公益通報者）保護法の成立と改良に向かわせたのです。

つまりは、告発が瞬時に国中の世論と呼応するようになったからです。

情報ネッワークが急速に発展している。

米国において、１９世紀中頃には新聞は大衆化していた。

１９４６年、北アメリカでラジオの聴衆者が人口の８５％に達する。

１９６０年までに、米国のテレビ視聴時間がラジオを抜いて、最大のメディアになる。

国民は、興奮する月面着陸や悲惨なベトナム戦争、大統領の素顔、世界の事件を生放送で見ることが出来るようになった。

１９８０年代、世界の多くの地域で、テレビが余暇活動の中心に、また主要なニュース源となる。

現代社会は、情報ネットワークが国民の最有力な武器と成りつつあるのです。

次回、ベトナム戦争を終結に向かわせた内部告発を紹介します。

New fables of Aesop 8: tortoise and log

 

Once upon a time, in a place, there was a pond where many tortoises had lived in.

昔々、ある所にたくさんの亀が暮らす池がありました。

Everybody had been living peacefully, but troubled thing was only one.

The reason was because of a small place on where they bask in the sun in peace.

God couldn't bear to see it, and then God floated two logs on the pond.

With delight, tortoises begin to climb it.

It is good when one tortoise is only riding on it.

But if everybody begins to climb it, a log turns turtle immediately.

Then all tortoises fall in the water.

皆、平和に暮らしていたのですが、一つ困ったことがありました。

それは安心して甲羅干しをする場所が小さかったことです。

それを見かねた神様が、池に二本の丸太を浮かべました。

亀達は喜んで、丸太に乗り上がろうとします。

一匹だけが乗っている時は良いのですが。

皆が登り始めると、丸太が直ぐ回転して、亀は皆、水の中に落ちてしまいます。

Soon, while they had been climbing it in competition with each other, emboldened tortoises began a quarrel.

“You are dirty. Because I have climbed it in first, go to another log!”

Even another log was the same.

“ Stupid guy go to another log, and this log is our thing! “

The peaceful pond became the noisy pond because tortoises cursed in each other.

やがて、血気盛んな亀達は、競って登ろうとする内に喧嘩を始めました。

「俺が先に登ったのだから、汚いお前は、もう一つの丸太に行け！」

もう一つの丸太でも同じでした。

「馬鹿な奴はあちらに行け、こちらは俺達のものだ！」

平和な池は罵り合う騒がしい池になりました。

God couldn't bear to see it, and then God said tortoise in the pond.

"I hear a wish of everyone only once again. This is the last.”

Emboldened tortoises ignored it and only had been climbing the logs.

Then one tortoise that dislikes competition said to God.

"Please God tie up two logs with a string"

God granted the request.

Then the competition quite disappeared.

Because two logs were tied up in parallel, it did not turn.

After that time, all tortoise of the pond came to be able to bask in the sun as much as they desired.

見かねた神様は、池の亀に言いました。

「皆、もう一度だけ、望みを聞いてあげる。これが最後だよ。」

血気盛んな亀達は、無視して、丸太を取り合っているだけでした。

すると、一匹の争いを嫌う亀が、神様に言いました。

「どうか二本の丸太を紐で縛っていただけませんか。」

神様はその要望を聞き入れました。

すると、争いはピッタリと無くなりました。

丸太が並行に縛られたので回転しなくなったのです。

この後、池の亀は好きなだけ甲羅干しが出来るようになりました。

社会と情報 ６： ＊＊＊社会の到来

ワイガンド博士のその後を紹介し、この事件の意味を考えます。

博士はその事件の１６年後、あるインタビューで答えている。

「離婚、尾行、脅迫、人格の攻撃、すべてされたくなかった。しかし、今、事態は変わった。私は多くの人の命を救いました」

「離婚について、妻も私も決断しました。子供達とは一緒に住めなくなったが、父親が何をしたかを理解してくれると思う」

解雇後、彼は高校で教鞭をとり、現在、教育者、禁煙と健康についての講演、コンサルで世界を飛び回っている。

この事件の５年後の２００２年、民間企業の不正を内部告発した労働者を保護する法律が米国で成立した。

それまでの内部告発者保護法（１９８９年制定）では、政府機関の労働者に限られており、前述の国境巡視官が救済を求めた合衆国特別顧問局（OSC）がその所管でした。

彼の行動は、続く民間の内部告発者の犠牲を軽減し、社会の自浄作用を高めることに繋がった。

この事件が示唆するもの

1.     巨大企業の腐敗は巨大な害悪を招く。

上層部が関わる腐敗（法令違反、欠陥、薬害）は突き進むだけ。

2.     腐敗の実態が外部に知られることは希。

上層部は強権を発し、組織も自己保全の為、機密防衛（データー改竄、隠蔽）に走る。

3.     内部告発こそが、腐敗を暴ける。

特に腐敗が灰色の場合、上層部の過失や故意、偽証の証拠がなければ、司法が介入出来ない。

4.     勇気ある内部告発も社会の応援が無ければ成就しない。

内部告発者は、解雇や契約違反などの合法的な報復に始まり、例え匿名でも、容易に特定され脅迫、個人攻撃に曝される。

それを支えるのが周囲の理解と闘うマスコミであり、最後は司直の手で決着となる。

5.     最も重要な事とは　

一つは社会正義の実現に行動する人々が擁護、賞賛される社会です。

今、一つは政府や大企業の巨大な腐敗に敢然と挑むマスコミ（TV局、新聞）が擁護、賞賛される社会です。

米国の社会には、これが存在します。

次回、この社会の到来について見ます。

Sickness

About 50 sorts of sicknesses are looked at in the Old Testament.

In surgical sickness, there was a giant’s malformation, a weakening of hand and foot of the muscle atrophy or the paralytic nerve, a defect of hand and foot, blindness, and deafness.

There were many cases of swelling or skin disease and there were smallpox, black plague, and leprosy.

In the circulatory organ, there were a heart attack, cerebral hemorrhage, and the headache that was thought to be the subarachnoid hemorrhage, too.

In other cases, there were lung disease, fever, gout, peritonitis, woman's illness, malaria, and dysentery, and then the eye disease are regarded as endemic disease.

In the psychiatry, there were the mental derangement and deafness that were possessed by an evil spirit.

病　気

旧約には約５０種の病気が見られる。

外科では、巨人の奇形、筋萎縮性か神経麻痺性の手足の萎え、手足の不具、盲目、聾唖があった。

腫れ物や皮膚病の症例は多く、天然痘、線ペスト、ライ病がある。

循環器では、心臓発作や脳出血、クモ膜下出血と考えられる頭痛もある。

他に肺病や熱病、痛風や腹膜炎、婦人病があり、マラリヤや赤痢、眼病は風土病と考えられる。

精神科として、悪霊に憑かれた精神錯乱や唖があった。

Medical treatment

The treatment of the doctor was doubtful, and the medical treatment with medicine appears in the Old Testament only 12 times.

Except the circumcision as the ceremony, the Bible hardly has referred to the surgery.

The midwife only encouraged and attended a pregnant woman.

Although Talmud had descriptions of medical treatment, most of them were based on a superstition.

I introduce a treatment of fever from Talmud.

"A sick person is sat on a crossroads. If the ant that is carrying the heavy burden on its back is seen, he catches and shakes the ant, and he shouts, "Your heavy burden is imposed on me and my heavy burden (fever) is imposed on you." "

治　療

医者の治療はおぼつかなく、薬による治療は旧約に１２回しか出てこない。

儀式としての割礼を除けば、聖書は外科についてほとんど触れていない。

助産婦は励まし、妊婦に付きそうだけであった。

タルムードに治療の記述はあるが、迷信に基づいているものが多い。

発熱の対処法を紹介する。

「病人を十字路に座らせる。重荷を背負っている蟻を見たら、その蟻を捉え、『お前の重荷をわたしに課し、わたしの重荷（発熱）がお前に課せられるように』と叫びながら振りなさい。」とある。

However, there was revolutionary change in medical treatment.

Although it is called a miracle, it may be able to say that a psychological treatment started.

“ for I Jehovah thy God am a jealous God, visiting the iniquity of the fathers upon the children, upon the third and upon the fourth generation of them that hate me.” Exodus 20:5

“If thou, Jehovah, shouldest mark iniquities, O Lord, who could stand?” Psalm 130:3

“Then shall the lame man leap as a hart, and the tongue of the dumb shall sing.” Isaiah 35:6

“And he took him aside from the multitude privately, and put his fingers into his ears, and he spat, and touched his tongue.”

“And his ears were opened, and the bond of his tongue was loosed, and he spoke plain.” Mark 7:33,35

しかし治療に大きな画期が現れた。

それは奇蹟と呼ばれるが、それを精神治療の発露と言えるかもしれない。

「ヤハヴェは、嫉む神であり、私を憎む者には、父の罪を子に罰し、三代四代の世代に罰を与える。」出エジプト記、２０．５

「主よ、あなたが不正の記憶を保存するならば、誰が生き残ることが出来ましょうか？」詩編、１３０．３

「その時、足萎えは鹿のように飛び去り、おしの舌は歓喜で叫ぶであろう。」イザヤ書、３５．６

「そこで、イエスはこの人だけを群衆の中から連れ出し、指をその両耳に差し入れ、それから唾をつけてその舌に触れられた。」

「すると、たちまち耳が開き、舌のもつれが解け、はっきり話すことが出来るようになった。」マルコ福音書、０７．３３、３５

Into this undercurrent, I can read a change from God that gives a punishment (sickness) to God that gives a blessing (healing).

By repenting its sins, that is to say, because each person faces one's mind, they will be freed from their sickness.

Jesus rather gave a sinner (sick person) a blessing.

Although Gautama Buddha of India denied the expiation and the miracle also, the thing that he aimed was the same.

Many of ancient civilization developed the ceremony of the expiation, and the sin was not forgiven without the expiation.

この底流に、罰（病）を与える神から、恵み（癒し）を与える神への変化が読み取れる。

罪を悔いることにより、つまり各人が自分の心に向き合うことで病から解放されることになる。

イエスは、むしろ罪ある人（病人）にこそ恵みを与えている。

インドの釈迦は贖罪を否定し、奇蹟も否定したが、目指すものは同じだった。

古代文明の多くは、贖罪の儀式を発展させ、罪はそれ無しには赦してもらえなかった。

正月明けの海岸を散歩しながら撮影しました。

Although a wind was somewhat cold, the sunlight was warm, and it was good day.

風は少し冷たいが日射しは温く、良い日よりでした。

The mountain range that continued into Wakayama from Osaka southern part is distantly visible.

遠くに大阪南部から和歌山の山並みが見えます。

海の色がえもいわれぬ美しさでした。

I was invited into nature by the subtly scent of sea, the sound of the surf, sunlight, and slight breeze.

微かに漂う磯の香りと繰り返す波の音、日射しと微風が、自然の中に私を誘う。

太陽と水、風が辺り一面に柔らかな光を投げかける。

社会と情報 ５： 告発者の苦闘

＜　映画「インサイダー」、ワイガンド役のラッセル・クロウ　＞

前回に続いて、内部告発者ワイガンド博士の闘いを紹介します。

タバコメーカーの首脳らが下院の保健環境小委員会に喚問された。

そこで首脳達はぬけぬけと「ニコチンに中毒性はないと信じている」と証言した。

彼は、沈黙を続けることで、この首脳連中と同じ罪を犯すことに気づいた。

彼は政府の食品医療品局に、匿名を条件で協力することにした。

1年後、彼はさらに一歩踏み込んだ。

彼は、CBSの人気ドキュメンタリー番組のプロデューサーに、タバコ会社の不正を告発する極秘ファイルを送った。

そのプロデューサーは、嫌がらせ受けて恐れる彼を説得し、インタビューに成功する。

博士は、会社がタバコの健康調査データの改竄、首脳の中毒性を知っていながらの偽証、有毒物資の使用などを、カメラの前で語った。

「私は会社の中で不正をやめさようと努力しましたが、それが出来なければ外でやるしかない。」

「私は、他人を害している会社への忠誠よりは、社会への義務を選ぶ。」

しかし、そのインタビューは放映されなかった。

それは、CBS首脳がタバコ会社からの巨額の賠償請求を恐れたからでした。

ワイガンド博士もタバコ会社から秘密保持契約違反で提訴された。

一方、報道の役割を信じCBS首脳に訴え続けた番組プロデューサーは番組を降ろされ、辞めることになる。

その間、正体不明の強迫、プライバシーを暴く怪文書がばらまかれ、彼と家族は窮地に追い込まれていた。

数ヶ月後、ミシシッピ州政府がタバコ会社を相手に起こした訴訟で、彼は証言することにした。

彼は世間に訴える最後の機会だと考えたが、これもタバコ会社の申し立てで非公開となってしまった。

逆に、彼が法廷で証言した日に妻と子供が消え、妻からの離婚請求で家族は崩壊した。

しかし、堕ちていくのはここまでだった。

先ず、ニューヨーク・タイムズ紙がCBSの放送見送りを取り上げ、厳しく非難した。

次いで、ウォールストリート・ジャーナル紙が、先述のミシシッピ州政府の非公開裁判での彼の証言をすっぱ抜き、さらに彼を中傷する怪文書が事実に反することを一面の記事にした。

するとCBSは一転して、ワイガンド博士のインタビューを放映した。

ついに、タバコ会社B＆Wは屈服し、各タバコ会社は各州政府からの訴訟において和解金４０兆円を支払うことで合意した。

B＆Wはワイガンド博士の訴訟を取り下げ、その合意書には「タバコ産業の『内部告発者』に、最大限の保護を提供する」との規定が盛り込まれた。
