At the time of 2003, Israeli and Palestinian together had pointed out that the intifada caused the aggravation of fighting as I already introduced in this serialization.
Today, I look back on this intifada.


２００３年当時、既に紹介したようにイスラエルとパレスチナの人々が共に、インティファーダが状況の悪化を招いたと指摘していました。
今日は、このインティファーダを振り返ります。

About the intifada of Palestine
This means two popular uprisings that happened in Palestine against the occupation of Israel.
Israeli and Palestinian caused four Middle East wars and Lebanese War so far.

In December of 1987, when a traffic accident happened in Gaza Strip under the occupation by Israel, the public caused the protest movement with stone-throwing and going on strike.
And it expanded to the West Bank.
The intense suppression of Israel in this time caused international criticism, and the movement burnt low when Middle Eastern peace negotiations began in 1991.

However, the second intifada began when Sharon (later the prime minister) entered Al-Aqsa Mosque with many guards in 2000.


パレスチナのインティファーダについて
これはパレスティナで起きたイスラエル占領に対する２度の民衆蜂起をさす。
これまでに４度の中東戦争とレバノン戦争を起こしていた。

１９８７年１２月、イスラエル占領下のガザ地区で起きた交通事故を機に，大衆の投石，ストなどによる抗議行動が発生，ヨルダン川西岸地区にも拡大した。
この時のイスラエルの激しい鎮圧は国際的非難を呼び，１９９１年に中東和平交渉が始まると運動は下火になった。

しかし、２０００年、シャロン（後に首相）が多数の護衛兵と共にアル・アクサーモスクに入場すると、第２次インティファーダが始まった。

What did the intifada bring about?
 "The inhabitants confront the tyrant with a stone, and the Israel forces wipe out women and children with latest weapon.", this news and video spread around the world.
And the world opinion drew Israel into a negotiation of Middle Eastern peace.

Then, following Oslo agreement was concluded in 1993.
1. Mutually, Israel approves PLO as Palestinian autonomous government, and PLO approves Israel as a nation for the first time.

2.The Israel forces withdraws provisionally from the occupied territory, meanwhile, Israel accepts self-government of Palestine.

3.In future we will discuss about the border, the return of refugees, and the position of Jerusalem

This agreement was epoch-making, but the self-government range of Palestine had been decreased to 5% of the whole land substantially.

In 1995, middle-of-the-road Prime Minister Rabin was assassinated, and a hawkish party held the political power of Israel.
Then, the Israeli settlement movement to the West Bank were accelerated, and then division and rule of Palestine deepened more due to the separation barriers of 440 km, and the checkpoints of more than 70.

At that time, Sharon, the leader of Likud marched with 1,000 guards into the mosque which was a sacred place of Islam.
He showed that all of Jerusalem was under the control of Israel.
Against this provocation, Palestinian new groups did a severe reaction.
And Israel used the overwhelming military capability, then Palestine countered with a gun and a suicide bombing and they entered into all-out war.


インティファーダがもたらしたもの
「石つぶてで圧政者に立ち向かう住民と、それを最新兵器で女子供含め掃討するイスラエル軍」の映像が世界に流れ、国際世論はイスラエルを中東和平に引き込んだ。

そして１９９３年、以下のオスロ合意がなされた。
１．イスラエルを国家として、PLOをパレスチナの自治政府として初めて相互に承認する。

２．イスラエル軍は占領地から暫定的に撤退し、その間、パレスチナの自治を認める。

３．両者の境界、難民の帰還、エルサレムの地位等については今後協議する。

合意は画期的だったが、実質、パレスチナの自治範囲は全土の５％になっていた。

１９９５年、穏健派のラビン首相が暗殺され、タカ派がイスラエルの政権を握る
と、イスラエルのヨルダン川西岸への入植は加速され、４４０ｋｍの分離壁、７０を越える検問所によって、パレスチナ人の分断と支配はより深まった。

そんな折、シャロン・リクード党首が護衛兵１０００名を連れてイスラムの聖地であるモスクに乗り込んだ。
彼はエルサレムのすべてがイスラエルの支配下にあることを見せつけた。
この挑発に対して、パレスチナの新手のグループが過激な反応をした。
そしてイスラエルは圧倒的な軍事力を行使し、パレスチナは銃と自爆テロを激化させて、全面戦争へと突入した。

Why do they fall into such futile impasse?
Israel builds checkpoints and separation barriers, in addition, Israel does military strikes and stays their troops.
Israel have explained the reason is because Palestinian breaks a promise and repeats terrorism.
On the other hand, the territory of Palestine continues to decrease to 9% even if including the incomplete autonomous districts, in comparison with two years (1946) before the founding of the nation of Israel, because the settlement movement and the occupation of Israel advances.
Furthermore, Israel have blocked information, supplies, water, and jobs from the Palestinian people.

The dissatisfaction went off accidentally, and the first intifada spread at a stretch, but the people still could do self-control.
However, in the situation that continues to worsen, the radicals who could not be satisfied with previous leadership PLO responded to a provocation of Israel, and blasted.
As a result, Israeli control advanced as expected.


なぜこのような不毛な隘路にはまり込むのか
イスラエルはパレスチナが約束を守らず、テロを繰り返すから、検問所や分離壁を設け、軍事攻撃と駐屯を行うと説明する。
一方、パレスチナの領土はイスラエル建国の２年前（１９４６年）に比べ、イスラエルの入植と占領が進み、不完全な自治区をいれても９％と減る一方だった。
さらにパレスチナの人々は、情報、物資、水、仕事を遮断されてしまった。

第一次インティファーダは溜まった不満が暴発し、一気に拡大したが、まだ民衆には自制心があった。
しかし、悪化し続ける状況で、それまでの指導部PLOに満足できない過激派がイスラエルの挑発にまんまと乗って暴発した。
こうして、イスラエルの想定通りに支配が進むことになった。


A matter for regret
Against Israel that has the overwhelming military capability and was supported by advanced countries, Palestine and Arab are inferior with economic force and military capability, and also cannot form a coalition together and only do patchwork response.
This was similar to the Middle East war.
Israel strengthened the control, and Palestine deepens division and isolation.
They went into an inescapable plight.

残念なこと
圧倒的な軍事力と先進国の支援があるイスラエルに対して、パレスチナとアラブ側は、経済力と軍事力で劣るだけでなく、まとまりにかけ、その場限りの対応に終始している。
これは中東戦争でも同様でした。
パレスチナは支配を強化され、分断と孤立を深め、追い込まれ続けている。
まるで蟻地獄に落ち込んだようだ。
